Core Target Six is based on an average of the province's ranking across five performance indicators (PI 22-PI 26).

BC's eighth place in overall social condition for 2007 consists of a second-place rank in income assistance, fifth-place in long-term unemployment, seventh-place for low birth weight rate, and second-to-last ranks in LICO and personal and property crime rate.

BC recorded improvements in personal and property crime and long-term unemployment over last year's rankings. BC's deterioration from seventh to eighth in overall social condition from 2006 reflects a large drop in the low birth weight rate rank and improvements in other provinces, particularly Saskatchewan and Nova Scotia.

*As noted on page 71, several long-term unemployment data points have been suppressed. To avoid biasing the index, all available data as well as interpolations have been used for this comparison. BC’s long-term unemployment ranks from 1990-2008 are the same regardless of the dataset used.
