Foundation Skill Assessment (FSA) Results

British Columbia's Ministry of Education conducts the Foundation Skills Assessment (FSA), an annual provincewide assessment of students' reading comprehension, writing, and numeracy skills. The main purpose of the FSA is to help the province, school districts, schools, and school planning councils evaluate how well foundation skills are being taught and to make plans to improve student achievement. The FSA also provides teachers, students, and parents or guardians with external information about student performance, and a consistent measurement framework of how schools, school districts and the province are improving over time.

In 2004/05, 79% of grade four and 77% of grade seven students met or exceeded expectations in reading comprehension. Meanwhile, 93% of grade four students and 90% of grade seven students met expectations in writing, and 87% of grade fours and 83% of grade sevens met or exceeded expectations in numeracy.

Note: Grade 10 students are no longer included in the FSA program because of enhanced grade 10 testing incorporated into the new senior secondary graduation program.
